I think it can be needed in long threads, though. Things can become
impossible to follow otherwise. I also think that an answer to only the
bits of a question that somebody knows /how/ to answer is generally
better than no answer at all.
Of course, in a private discussion it drives me /nuts/ when people
cut/ignore questions, but in a mailing list context it can make sense -
certainly when answering a technical question.
