Maybe I'm a bit late but the W3C recommends using "em" units for the 
font-size. The normal text should be 1em. That way the letters are 
supposed to be the same size on everyone's monitor (same as if you use 
"cm", "mm" or "in" but "em" is convenient for text sizes cus that's what 
it was made for...) Not too sure what the results of using % for 
font-size would be, never really tried it.
