BTW I just did a Google search for "debian compiling qt3" and saw this
on a debian-powerpc list (not sure if it's in any way relevant, but it
at least mentions reading the 'config.log' file for ideas):

BTW sometimes automake/autoconf introduces problems of its own. To being
with, authors need to obtain automake/autoconf tests for checking a
programme's pre-requisites. Sometimes these tests have been coded and
validated already, sometimes not. Like all code, /autoconf tests can
contain bugs. For instance, PHP contains a lot of screwy custom code for
checking its modules' dependencies. So, sometimes you get continual
errors or entirely misleading messages or inabilities to correctly
detect things and it's due to bugs in the ./configure file. Just a
warning.
