You are correct. noapic only affects the io apic. The local apic is
always enabled except for a few different boards and of course if 'Local
APIC support on uniprocessors' is disabled.

I thought that the 'noapic' parameter controlled the use of an IO-APIC
only, and that a local APIC will be used no matter what. Don't take that
as given, though, it's just a vague recollection that I'll have to check
up.
