FreeDOS is probably what you need. It's effectively what runs under
dosemu, but can be booted off a floppy.

Or you can burn a bootable FeeDOS CD.
I've used just the "install" floppy in the past which gets me enough
stuff to exec a DOS-based BIOS flasher from the usual suspects.
I haven't tried making a USB-Flash-boot disk, but it should be
possible if the BIOS supports it.

Hmmm... not sure if you could netboot FreeDOS.
It does do NFS but there are some hiccups if you're only using an
8088 :-)!
