[plug] Administrivia: Switching to MailMan

Assuming everything goes to plan, plug at plug will shortly be running on
MailMan, which has a huge number of additional features over the aging
SmartList, and should make it a little easier for me to keep up with the
administrative side.

I'll send another email once the changeover is complete. If anyone has any
unusual problems, let me know.. :)
