Any browser that does not send the Host: header can be considered broken
and should not be supported.

APNIC etc will not allocate IP addresses to ISPs that allocate one IP for
each virtual website (unless they're https)

I think they're referring to the really ancient webbrowsers such as
maybe Netscrape 1.x and Mosaic et al.
