Yup, and the response of at least one ISP is to block port 22 at the
border router, effectively stopping[0] me from ssh'ing in to my customers'
systems to upgrade their ssh.

[0] Fortunately I managed to upgrade the affected customers before the ISP
    blocked it. I'm still waiting to hear back from the ISP to find out
    why they felt this was such a great idea.
