[plug] GIMP users to confirm behaviour

Done. Cursor is an tail-less arrow alongside the 'compass points' arrows.

Nothing happens, though the cursor is now a tail-less arrow with an
anchor symbol and the rectangular selection symbol alongside.

I know that GIMP correctly handles arrow keys in, say, the Layers
palette, so I don't think the window manager is quenching them.
