Yes. BT8x8 chipsets are common and supported by the BTTV driver.
You'll want a fast CPU if you're going to attempt any kind of
compression in real time though (for values of "fast" which depend on
what you're compressing and how you're compressing it). Apparently the
TV-IN on Nvidia cards is also supported, but I've only ever used BTTV.
