This is being kicked off by entries in /etc/cron.daily so the user is 
dependent on the scripts owner but is generally root. 

a ps reveals the following processes waiting logrotate to complete

/usr/sbin/cron
  \_ /USR/SBIN/CRON
      \_ /bin/sh -c test -x /etc/init.d/anacron && /etc/init.d/anacron
      |   \_ /bin/sh /etc/init.d/anacron start
      |       \_ anacron -s -d
      |           \_ run-parts --report /etc/cron.daily
      |               \_ [logrotate] <defunct>
      \_ /usr/sbin/sendmail -i -FCronDaemon -oem root


If I kill logrotate everything else completes and/or closes.
