Are you able to explain what you mean when you say you can't open it as
a non-root user? Is there something that gets in your way? Is there an
error message displayed on screen? I have not heard of this problem
before. I suspect that there's a file in your "home directory" that has
become "owned by root". This could happen if you logged in as non-root
and then opened Mozilla with the root password later on (this might have
happened a long time ago).
