I do not have a template but I am fairly good at writing formal letters and
would be available to help if you wish .

What you are proposing is excellent and is certainly appropriate, it is up
to all people who have a desire to maintain the integrity of the current
system without it being hijacked by certain closed source corporations and
self interest bodies. 

This is particularly true of one corporation headed by a guy I shall call,
lets say "Bill" that is currently seeking to patent the "double click " 
function on the mouse.
