VariCAD I know nothing about, but CADsoft Eagle just does not have anywhere near the features that 
the Protel Suite has. So it's certainly not a substitute.

I'm off to check out VariCAD now, if it can cope with the latest AutoCAD formats and allows 
interoperation with the rest of the world I'll by a copy tomorrow!
