/etc/localtime should be a symlink to the appropriate time zone. e.g.:

$ ls -l /etc/localtime
lrwxrwxrwx  1 root root 35 2004-07-15 18:25 /etc/localtime -> /usr/share/zoneinfo/Australia/Perth

I suspect you'll also need to set your clock correctly after changing
your time zone.
