I am having the same problem here with two accounts.
Like you I was blaming my system and doing anyting I can to try and fix the 
problem.
I am running Mandrake 10.1 Community with kde, therefore kmail.
Have not tried any other mail agents.
I rang Westnet yesterday and they were mystified, but managed to delete a 
couple of large, > 20kB, messages which had stalled the download.
I still have to connect several times to download mail if there is more than 
20 kB of messages, but if there is a large file, it is onto webmail to try 
and delete it.
ps Westnet Webmail does not like deleting large files and it may take a help 
operator several tries to get rid of it.

Is the machine in question running KDE 3.2 or later, if so this may be a kmail 
problem. Then again it may be something weird at the ISP.

I am just off to try the Mandrake forums and the KDE kmail site.
