There are plenty of command-line utilities that can do conversions
from one format to another, scaling, rotations, and several other
transforms. ImageMagik is a package that has all sorts of funky stuff.

Why do you want to re-save a jpeg as a jpeg?

The standard jpeg package probably does a lot of what you need if
it's scaling, quality reduction, changing comments, etc.
