I would recommend against the use of raised floors; especially when
it's not a solid floor with complete access from underneath.

Consider overhead cable trays instead. They may not look as neat but
access is simpler and people don't usually injure themselves bumping
into step-ladders; compared to stepping into a hole left by a
missing floor tile.
