My answer:  one and a network connection.  If you're on dialup, getting
hold of maybe two or three CDs will decrease the amount you have to
download to close to zero.  They're ordered by the Debian "popularity
contest" (basically an automated poll of what packages are installed on
how many Debian machines) so the first CD has a basic system, the next
one has reasonably common packages, and so on until the last one
contains mostly specialised stuff which most people would have no reason
to install.  (Disclaimer:  I'm about to leave to fly to Adelaide in less
than an hour and can't be bothered checking the facts in the above post.
