[plug] help request: installing web server on Debian

After installing Apache on a Debian server and trying to access the site I keep getting a HTTP 403 Forbibben, I haven't added anything special in /etc/apache/httpd.conf other than what I want on and not on (signatures = off)
The only file in /var/www is the index.html with the following permissions
-rw-r--r-- 1 root root 4110 Oct 26 2002 index.html
output of /var/log/apache/error.log

Do I need to establish a link to the magic file in /etc?
