While I would suggest iii (along with buying me a new one while you're
at it :) , I'm also going to suggest:
iv. Oil the fan
Remove the fan from the board, open the plastic stopper (usually under
the sticker) and drop a single drop of hobby oil (sewing machine oil is
great) in. Seal it up, put it back on the heatsink, and cross your
fingers.
While not perfect, it certainly is the cheapest solution (if it works).
I've saved several noisy graphics card and CPU fans, as well as a couple
of PSUs since I discovered that this works nicely.
