I think 1.2GHz Celeron would be low to mid range /in terms of current 
systems/, yes. 512MB of RAM is probably smack bang in modern mid or low 
high range though. My perspective is just skewed by rarerly working on a 
desktop or server machine with less than a gig of ram anymore.
