[plug] KDE window menu problem

Hi list,
        I have a problem with window menus under KDE.
On each window there is a menu with 
      move
      size 
      minimize etc

I can bring this menu up (any mouse button)
but when I move the pointer down the menu items -- the menu goes away.
After a variable number of tries (just now -- 2 and then 17)
the menu will remain and allow me to pick an item.

I cant see anything in the "control center" that relates to this.

any ideas?
