[plug] ipchains borked

If they really do mean protocol - I'm a bit vague on ipchains now - but
perhaps you need to add a -P tcp (to set protocol to tcp... perhaps it
was -p?).

# ipchains -I input -s 165.228.11.250/255.255.255.255 -d 0/0 -j REJECT

alas;-

ipchains: Protocol not available
