Nope, I'm wrong. Sorry. Should've read the full page first. You will not 
get remote reset or a hardware watchdog from a serial console.

Despite being scary, I'll give those cards the credit of being pretty 
cool too. I think their argument is somewhat undermined by the fact that 
the price difference between a serious server motherboard with onboard 
watchdog and BIOS-over-serial and a normal PC board is probably less 
than the price of their card.
