Way out in the sticks up here (Roleystone) we are out of reach for 31, but a quick google found - http://www.ctvperth.com.au/

We've recently upgraded to digital tv but 31 is not on the menu.  I believe 31 has a lot of good local offerings though I have not had the chance to see any.
