[plug] [OT] CPU plate cleaning

Hello,

What do you use to clean CPU plates. I have a new Linux server to be
sporting a Celeron 1.5ghz that's sitting on 45degrees (even with extra
case fans) when I believe it should be much less than that. 

The Celerons been moved around a few times and has some thermal compound
gunk that I think should be cleaned from it to start a fresh. Do I just
use IPA or what?
