[plug] Debian Thunderbird 0.9

Once again. Does anyone know where I can get Thunderbird 0.9 as a deb. 
It doesn't appear to be in testing/unstable or experimental yet.
If not, how can I build a package from the download off mozilla and 
submit it to Debian for others?
