Hmm. Lets say I'm mostly deaf and I live next door to you. I can enjoy my music, but I only get a 
"normal listening level" at about 130dB at 1M from the speaker. I have a weatherboard house with no 
insulation. I also like to listen to a lot of Middle Eastern music with a top end like fingernails 
down a chalk board.

Would you suggest that your downside to me listening to my music is better than me going without, 
particularly when I like to listen to it at 3am?

What I'm trying to say is your broadband over power lines is going to splatter all over my HF 
communications (particularly short wave that I like to listen to from other countries which have a 
very weak signal).

That is if the ACA even look at it sideways (unlikely).
