Think you will find it means the bus the ATA interface is sitting on is 33Mhz. (The PCI bus) if you 
run a funky PCI bus speed you need to tell the controller otherwise it's PIO timings get all out of 
spec and drives start munging data.

(mind the high tech description there!)
