Pardon my ignorance, but if you're dialling, I'm guessing that you're
providing for outgoing traffic, rather than incoming. So why not just
dial on demand?

If you are also hosting incoming mail, then your secondary MX should
take care of any delay in delivery.

Of course I could be missing something here...
