The cheapies I have seem to do an ok job.
I have 2 identical 80Gb drives which both get thrashed about. Hda is
without a caddie and has got up to 52C before while hdc has only got up
to 47C.
Right now hda is sitting on 46 while hdc is on 39. Not bad for a small
fan (BTW the open top and bottom shouldn't matter when the drive is in)

tim at linmedia:~$ sudo smartctl -a /dev/hda|grep -i temp
194 Temperature_Celsius 0x0022 046 052 000 Old_age
Always - 46
tim at linmedia:~$ sudo smartctl -a /dev/hdc|grep -i temp
194 Temperature_Celsius 0x0022 039 047 000 Old_age
Always - 39
