[plug] Newcomers' welcome (revised)

One thing I noticed was the note about LinMagAU. I think it is
distracting so should be removed. If LinMagAU comes back, we can herald
it with a flourish - if its truly gone, its just creating confusion.
People often dont read past the first line - so what appears on the
screen must be both welcoming, and inviting to read further - for this
reason I would favour the present effort, not creating what might seem a
huge and intimidating document to the newcomer.
I think this is a really good effort.
