Have you removed the original Debian page or symlink? It could be named
index.htm for example which may be higher in the priority list that
index.html.

How about a 'ls -l /var/www' (or appropriate directorys) as well as your
config files.

Also look out for default.htm and default.html that may be in that
directory.
