I also use a Billion 5100 router :

You shouldn't need to put in the IP of your router as a nameserver - it just passes the DNS query 
on to whatever DNS servers you have set up in your Billion web configurator under "Advanced Setup --
-> LAN - Setup"

Also check the spelling of 'nameserver' it's not "nemeserver" as you have it :

 >> nemeserver 203.10.1.9   <<
