having been involved in several content management projects I can quite safely say
that nothing works for 'all users' .. the differences in skill levels, expectations and
'ability and preparedness to learn' are all so wildly different that im almost scared
of having opinions on this subject ;)

having said that ...

some system of 'posting' text/html/word docs into various 'categories' is relatively trivial
to implement and resonably useful.

the best solution (hehe imho) would be docbook (which generates multiple output formats)
but i suspect that noone would be preapred to learn it, and the gui tools are average.
