[plug] Intelligent Boot loader? Any advice?

This is my first post... thanks for you help!
 
I am pretty new at Linux so this question may be obviously simple.
 
I have the following situations:
1) Multiple OS in different partitions.
2) Partitions may or may not be available as they are removable.
3) The Boot loader must have a list of different OS. Even if the user select
a unavailable OS, the boot loader will inteligently inform the user that the
OS is not available rather than die.
