Sorry you didn't find any help here - I think if everyone went back and 
re-read your original post they would find that it was a pretty simple 
and legitimate request.

 From the little I know about VOIP, yes, a softphone setup with a VOIP 
provider would work.  Since the callers are all sharing a single 
internet connection you need to make sure that your bandwidth (in and 
especially out) is enough to handle the volume of concurrent calls you 
expect.

You will need to modify your dialer to initiate a VOIP call instead of 
dialling a modem, I can't give you any advice on that aspect.

The fact that your calls are going to regular PSTN phones shouldn't 
matter, the VOIP provider handles the gatewaying for you.

Note that I don't have any practical experience in this, I'm still in 
the research/testing stages myself.
