Western Power should setup some kinda of wireless net, stick access
points up power poles and street lights every so often to get blanket
coverage over all power / lit areas and then just add slightly to
everyones power bill to cover cost.

Of coarse the idea needs a bit more thought and planning then that,
but it's a basic idea that in theory could work quite well.
