[plug] Gateway NTP problems

I have a dialup connection and want my gateway to synchronise with
pool.ntp.org on ppp up. I also want it to server out NTP to the network.
If I have ntp-server running then I can't use ntpdate in the ip-up
scripts because the port is in use by ntp-server.
Short of '/etc/init.d/ntp-server stop; /etc/init.d/ntpdate start;
/etc/init.d/ntp-server start' is there any easier way to do this?
I am using Debian Stable/Testing.
