The sudo man page (which is online at
http://www.courtesan.com/sudo/man/sudoers.html) reveals that the
contents of the brackets are the users that the commands can be run
as. So 'user localhost=(root) NOPASSWD: /usr/local/sbin/dosomething'
means that user can, on localhost, run, without a password,
/usr/local/sbin/dosomething, as root and root only.
