[plug] static rendering phpbb alternative.

A friend who runs a bbs has had some problems with assholes ddosing the
bbs (its an anti racist bbs) and it seems they are usually 'way too many
wget pagegrab' type attacks. Solution;- static html.

Problem is I cant find any static rendering bbs's . Any suggestions?
