Sounds somewhat like Etherman (originally on SunOS/Solaris) and Etherboy 
(the Windows version). It was developed by some folk out at Curtin 
University. They actually had a suite of tools: Etherman/Etherboy, 
Packetman/Packetboy, Geotraceman and some others I can't remember off 
the top of my head. They wound up selling a suite of four tools for a 
while then moved on to RMON (Network Harmoni I think?) related stuff. I 
think they've since been bought out by another company or some such.

Anyway, thats my poorly remembered and abridged version of those tools. 
They were done sometime around 94/95 I believe.
