Apparently the pandemic is quite a possibility and there are contingency plans 
already in place.

Public gatherings, like football matches, concerts etc., will be cancelled, 
public transport will stop and all sorts of other things will happen. These are 
not fanciful imaginings either. They are in an official document prepared to 
counter the threat.
