If you are mainly looking for monitoring maybe something like big
sister (http://bigsister.graeff.com/ - I've never used this) or even
Cacti (www.cacti.net - which I use to monitor a production
environment)

If you are looking for a particular feature of HP OpenView not
supported in these you may need to look further.
