I can't resist plugging my own company here - we do anything from web
hosting with a proper linux shell account attached to a full VPS
(Xen-based) server. To respond to your problems in order:

-Our net connection is ~100Mbps via Arachnet colocation. We're on
WAIX, so SSH and uploading are fast.
-Excess bandwidth charges are negotiable, if you contact me off-list
and give me a rough estimate of what you use in a month I can work out
a rate for you.
-We're about to launch a spiffy new administration interface in the
next couple of weeks, which will let you manage your subdomains,
mailboxes, forwarders etc etc.
-Server load is pretty low right now, so render speed shouldn't be an
issue. Servers use AMD Opteron 244s.
-For bandwidth accounting purposes, 200 and 206 (Partial content) are
full gets.
-We run the standard Debian, Apache, mySQL and {PHP|Python|Perl}, as
well as Subversion. You also get SSH access to a proper shell server -
ie. a good complement of software and process limits that let you run
more than two things at once.
-I promise to try and not piss you off :)
