If your giving permissions like that, its sort of par for the course
that they can abuse it.
I think this is why a lot of web hosting type joints let you have all
the tables you want, but only let you use the cpanel rather than allow
it in phpmyadmin.

I have set up a mysql database using grant all priviledges to a user.
However, I have decided to remove any access to the mysql admin table
(passwords/logins etc), but I still want to allow the user to create
databases and generally do everything else.
