[plug] Fedora timezone update for WDST]

I tried again - this time I used the command :

'yum update tzdata'

tzdata update plus public key were downloaded and installed - no errors 
reported.

running the 'date' command revealed that the system time had been taken 
backwards by about 15 hours

ie:

[root at Boris ~]# date
Wed Dec  6 08:46:03 WST 2006

I'm still confused ?

Should my PC be using UTC ?

Should I enable NTP ?

Any advice would be appreciated.
