Not true as far as I am aware: you dont use a vacuum with a brush
extension, but a paint brush (old style with animal hair) in the suction
stream.  As in all cases when working on electronics, you and your
equipment *should* be grounded anyway.

I would suspect that compressed air would have a higher chance of static
generation than a vacuum - a vacuum sucks existing air in, compressed
air generates static by forcing the air through a metal nozzel
generating and then carrying statically charged molecules which is then
directed onto the components ...
