How does one underclock?  The computer that has been refusing to install

I thought I might try underclocking as a last resort.

I suspect I may not be able to, though, since the BIOS has a "CPU Clock" 
setting, range 100-132, which is already at 100.

It also has a CPU:DRAM frequency ratio:

Memory is new 512Mb DDR 400MHz
